The Department of Economic and Community Development consolidates the offices Economic and Community Development, Grants, Code Enforcement, and City Planning and Zoning into a single department. The department is dedicated to advancing community, economic, and workforce development initiatives and aims to enhance service coordination, streamline operations, and expand access to grant funding. Additionally, the Department of Community Development is responsible for blight and redevelopment.

American Rescue Plan Act
The American Rescue Plan Act of 2021 was signed into law by President Biden on March 11, 2021 and allocated $350 billion to state and local governments to support strategic economic and infrastructure investments and address budget shortfalls. The City of Scranton has been granted $68.7 million in ARPA (American Rescue Plan Act) funds to respond to the COVID-19 public health emergency and its economic impacts.

The Office of Community Development manages the U.S. Department of Housing and Urban Development (HUD) entitlement grants as well as funding for housing and neighborhood development initiatives. As a result, funds are allocated more effectively for city projects, leading to improved project outcomes.
