Downtown Streetscape Project

Beginning October 19, 2026, the City of Scranton is changing how traffic moves through downtown. Phase 1 of the project happens in two parts, beginning with new stop signs and flashing red signals being used at 13 intersections for a minimum of 30 days.

Phase 1: Stop Signs and Flashing Red Signals

Starts Monday, October 19

At the 13 intersections marked on the map, new stop signs will be in place, and the traffic signals will flash red. After the initial 30 days, traffic lights will be de-energized or bagged for an additional 60 days while the City continues its traffic study on whether these intersections work better as stop sign intersections. Some signals may be removed after the minimum 90-day test is completed.

  • Biden Street at Franklin Avenue, Penn Avenue, and Wyoming Avenue
  • Linden Street at Franklin Avenue, Penn Avenue, Wyoming Avenue, North Washington Avenue, and Adams Avenue
  • Vine Street at Penn Avenue, North Washington, Adams Avenue, and Jefferson Avenue
  • Olive Street at Jefferson Avenue

Lane changes

  • Expect Lane closures, traffic control signage, and new pavement markings in the following areas:
  • Biden Street – Wyoming to Franklin avenues
  • Linden Street – Penn to Jefferson avenues
  • North Washington Avenue – Olive to Mulberry streets
  • Adams Avenue – Linden to Mulberry streets
