Council Vice President Patrick Flynn asked the following question(s):
- May the city administration inquire to Reilly Associates and SPD regarding the time of day for their visits to the neighborhood for the Putnam Street No Parking Study? He asked if the rationale that the traffic and parking issues occur on Sunday game days and if they investigated accordingly.
- This has been referred to the City engineer.
Councilman Sean McAndrew asked the following question(s):
- Councilman McAndrew, along with Councilman Flynn, asked if the city administration may assign DPW and SPD to address the illegal dumping in and around Leggetts Creek and Rockwell Park in North Scranton. Neighbors report trash, including a couch, are in the creek and around the baseball field. Mr. McAndrew asked if SPD may kindly review the cameras around the park for any assistance. Both asked if SPD may increase patrols in the area.
- DPW staff addressed the dumping in this area.
- Mr. McAndrew asked again if representatives from PEL, city administration including Mayor Cognetti, may attend a City council caucus in October to discuss the PEL Five (5) Yer Plan, in addition to the Capital Budget. Open dates available are Tuesday on October 6th, October 13th, and October 20th.
- City administration and members of the PEL team are available to attend a council caucus on November 10.
Councilman Mark McAndrew asked the following question(s):
- As referenced in the administration’s responses to Council questions on 9/22, Councilman McAndrew asked if the city law department has, or will be able to, reach out to any respective neighbors related to the pending legislation for additional restrictions and signage on Putman Street?
- As previously shared with Solicitor Gilbride, the request for the City to evaluate the parking and traffic for this section of Putnam Street was made by a resident, who alleged that there were persistent traffic issues during periods when the field was in use that would prevent residents from exiting their parking spaces and could delay public safety personnel from accessing the area in the event that an emergency occurred. Information received from this resident was shared with the City Engineer, who conducted a traffic study, and provided a plan to provide for the safety of residents and users of the field alike. The law department communicated the proposed legislation back to the resident who had raised safety concerns and requested this issue be reviewed.
The Law Department has respectfully submitted this legislation for consideration by this Council to engage in the standard legislative process, whereby Council can obtain public input on this matter while being fully informed with the City Engineer’s professional opinion on how to ensure public safety needs are best met.
