Scranton Seeks Minooka Stormwater Project Bids, Finalizing Tripp Park Work

SCRANTON, PA. – Stormwater management projects across the City of Scranton continue as officials opened an invitation to bid on the Minooka Stormwater Improvement Project on Sept. 30, 2025, through https://secure.procurenow.com/portal/scrantonpa. Bids are due by Thurs., Oct. 23, at 10 a.m., and questions will be accepted until 11:59 p.m. on Fri., Oct. 17.

“We are committed to improving our stormwater management systems throughout Scranton to protect our residents and their homes, our neighborhoods, and our local businesses,” Mayor Paige G. Cognetti said. 

The Minooka stormwater project, paid through Scranton’s American Rescue Plan Act (ARPA) funds, will replace and construct new drainage infrastructure to increase the ability to capture and effectively convey stormwater in the following areas:

  • Kane Street, from Colliery Avenue past Cemetery Avenue;
  • Winfield Avenue, between Kane Street and Sanders Street;
  • Hamm Court, between Kane Street and Sanders Street; and
  • Colliery Avenue, between Davis Street and Burke Street.

As the City prepares for new work to begin in Minooka, another stormwater project in the Tripp Park area of West Scranton is coming to a close. 

Rutledge Excavation was awarded a contract for $691,715 in July for the Tripp Park project that included the removal of vegetation and other sediment; the installation of new stormwater facilities; and the excavation and grading of basins, swales, and other stormwater conveyances along Court Street near Euclid Avenue, near Gerard Drive and Euclid Avenue, and near the 1200 block of Pierce Street. The project is designed to relieve longstanding stormwater issues in Tripp Park, particularly along Pierce Street.

Stormwater management is an ongoing priority of Mayor Cognetti’s administration. The City has committed nearly $23 million of its $68.7 million ARPA funds, plus additional City funds and grant awards, to stormwater management projects that help protect homes and neighborhoods.
