Keyser Valley Stormwater Improvements are The Focus of Two Open Bids in Scranton

SCRANTON, PA. – The City of Scranton is accepting bids through Thurs., April 9, 2026, for a pair of projects to address stormwater improvements in the Keyser Valley, both funded by the City’s American Rescue Plan Act (ARPA) funds. An official Invitation to Bid (ITB) can be obtained on Scranton’s e-Procurement Portal at https://secure.procurenow.com/portal/scrantonpa.

“We have been working for years to improve the overall stormwater management systems in Keyser Valley,” Mayor Paige G. Cognetti said. “These contracts represent our final ARPA funded projects, and this important work should help protect this neighborhood for generations to come.” 

The first contract available for bid in Keyser Valley, which closes at 10 a.m. on April 9, will improve existing stormwater systems within the Keyser Creek watershed. “Work extends from a new Keyser Creek outfall… to the dry dam location above Briggs Street and Horatio Avenue,” according to bid documents. 

The second project, which closes at 11 a.m. on April 9, impacts the same watershed area with work beginning near Briggs Street and Horatio Avenue and continuing above Newton Road “to allow for the installation of a regional detention basin.”

Questions about either project can be submitted to the “Q&A” portion of the procurement portal before 11:59 p.m. on Mon., April 6.
