City of Scranton Council Responses | May 5, 2026

May 5, 2026

Council President Tom Schuster asked the following question(s):

  • Mr. Schuster asked, per a resident request, for the latest update on the city street sign project.
    • Per the Project Management Office, the street sign project contracted to MAC Signs for 2025 was completed in December. The DPW traffic division continues to maintain and replace traffic signs as needed.
  • Mr. Schuster shared a resident’s concern with DPW and SPD over new traffic patterns on Euclid Avenue approaching Main Avenue.
    • This is a traffic enforcement issue. If the Police Department suggests additional signage would improve driver safety, DPW will install them.
  • Mr. Schuster shared another resident’s concern with sidewalk conditions in the 1000 block of North Rebecca Avenue.
    • As shared with Council in March, it was determined that any damage to the sidewalks in this area was the result of age. There is no evidence that this damage occurred as a result of the January 2026 snowstorm. DPW will reseed the grass as requested.
  • Council President Schuster asked if DPW could look at the concrete barriers at the base of East Mountain Road across from the Salvation Army.
    • To date DPW has not received any complaints about the property at the base of East Mountain Road across from the Salvation Army. This property has no address or pin number as it is a former railroad right-of-way. Until ownership can be confirmed, DPW will not be replacing the decaying concrete barriers. The Blight Team under the direction of the Parks Director will remove the trash and cut back the overgrowth in the area around the barriers.

Councilman Sean McAndrew asked the following question(s):

  • Councilman McAndrew reiterated his request to meet with SFD Fire Chief John Judge and asked, if a meeting cannot be actioned, he asked that the city administration kindly attend a caucus with Council in the near future regarding ambulance service questions by the Council members. Mr. McAndrew asked that the Mayor, SPD and SFD Chief, and Business Administrator please attend the caucus.
    • Chief Judge is happy to meet in his office with Council members Sean and Mark McAndrew ahead of any public caucus. He is also happy to attend a caucus after the office meeting if that is still deemed necessary.

Councilman Mark McAndrew asked the following question(s):

  • Councilman Mark McAndrew thanked the administration and confirmed that he would like to meet with SFD Chief John Judge. He respectfully asks that the city administration please attend a caucus with Council in the near future regarding ambulance service in the city.
    • Please see above.
  • Councilman McAndrew asked that Council be provided with an update on the city gift cards program.
    • Another round of the Good Neighbor program will take place in May 2026.
