How to File a Right to Know Request

The Pennsylvania Right-to-Know Law (effective 2009) allows the public to request access to government records. The full text of the law can be found on the Pennsylvania Office of Open Records website

Requests should clearly describe the records sought with enough detail to enable the Open Records Officer to identify and retrieve them. Upon receipt, the City of Scranton has five (5) business days to respond. Depending on the complexity of the request, an extension of up to thirty (30) days may be necessary.

Right to Know Appeals

If your Right-to-Know request is denied, the denial may be appealed to the Pennsylvania Office of Open Records (OOR) using the OOR Online Appeal Portal.

Alternatively, appeals may be submitted via email, fax, postal mail, or in person to the following:
