APPLICATION DEADLINE : FRIDAY,  February 4rd 2022

CITY OF SCRANTON

PROPOSED THIRD YEAR ACTION PLAN

January 1, 2022 – December 31, 2022

Effective Tuesday, January 4rd, 2022 applications will be available for the City of Scranton’s Third Year (2022) Action Plan to be funded through the Community Development Block Grant Program (CDBG), HOME Investment Partnership Program (HOME), and the Emergency Solutions Grant (ESG) administered by the U.S. Department of Housing and Urban Development (HUD).  This Action Plan covers the period of January 1, 2022 through December 31, 2022 and activities must be consistent with the needs and objectives identified in the City of Scranton’s Five Year Consolidated Plan principally for extremely low, low, and moderate-income families.  Eligible applicants must be incorporated for profit, nonprofit, or public organizations or businesses able to undertake their approved activity within the boundaries of the City of Scranton. Applicants must demonstrate the financial management and programmatic expertise to successfully develop, design, implement and monitor the proposed activity. All applicants must meet other federal requirements concerning equal opportunity, fair housing, affirmative marketing, environmental review, displacement, relocation, acquisition, labor, lead-based paint, conflict of interest, debarment and suspension and flood insurance where applicable.  “Anticipated” 2022 allocations totals are as follows:

                                                            CDBG             $3,000,000.00

                                                            HOME             $   675,000.00

                                                            ESG                $   250,000.00

The Office of Economic and Community Development encourages all applicants to discuss and review their proposed funding needs with an OECD specialist for proper eligibility requirements prior to submitting their applications.
