Council President Tom Schuster asked the following questions:
- May City Council please have an overall update on Engine 10 on East Mountain? Where are we at with a study for upgrade or replacement? Has the city applied for the grant and has the grant been awarded or still pending?
- The City of Scranton had proposals over recent years to perform a feasibility study for Engine 10 which were subsequently rejected by previous City Councils. The grant application for Engine 10 is still pending.
- With the recent water main break issue in the city Hill Section, has the city discussed or secured with PAWC a listing of very old water mains throughout the city? Has the city discussed with the water company about possible upgrades? Do we have a listing to date of aged water mains or areas therein?
- The City and PAWC share information on upcoming projects for coordination and efficiency.

- Regarding the Emergency Declarations under Item 3A & 3C on the attached February 3rd meeting agenda. May he have a list of all purchases, leases, rentals, properties and services that the city has used or rendered under the two emergency declarations?
- The city has not received all the invoices from this period. Once they are all compiled a list will be sent to council.
Councilman Sean McAndrew asked the following:
- Regarding the Fidelity Bank building purchase, may Council please have the information on when the 15-day extension was agreed upon by the parties
- A 30-day extension was signed February 9, 2026.
Councilman Mark McAndrew asked the following:
- Further regarding his query on the HUP Test, Mr. McAndrew had asked who are the parties that received the first mailing and did not respond this first letter? Would the administration have the reasons for these companies not responding? The attached February 3rd administration response under 9(a) is referenced to assist.
- This question has been sent to the Lackawanna County Tax Assessment Office for a response.
