Grant Amounts Available: Beneficiary grants up to $15,000 per eligible resident
This program will assist median-income households interested in purchasing a home in Scranton by providing assistance funds for down payments and closing costs. These programs are for both Impacted and Disproportionately Impacted households within the City of Scranton.
A moderate-income household at or below 65% of the Area Median Income for the County, or below 300% of the Federal Poverty Guidelines is considered to be Impacted. A low-income household at or below 40% of the Area Median Income for the County, or below 185% of the Federal Poverty Guidelines, or a household located within a Qualified Census Tract, or receives services provided by Tribal governments, is considered to be Disproportionately Impacted.

Grant Amounts Available: Beneficiary grants up to $15,000 per eligible resident
The city is seeking applications for a subrecipient to administer a Home Rehabilitation Program. Funding may be applied for and used to develop, in conjunction with the city and under ARPA guidelines a program to rehabilitate, renovate, and/or otherwise upgrade both owner-occupied and rental properties within the city boundaries.
The grant is zero-interest and repayment is due if the home is sold, conveyed, granted, transferred, or vacated. Rental property owners must keep rent levels affordable for a period of 10 years. These programs are to be designed by subrecipients to serve both Impacted and Disproportionately Impacted households within the City of Scranton.
