City Council Meeting Recap – February 4, 2025

At its regular meeting on Tues., Feb. 4, 2025, Scranton City Council:

  1. Held a pre-meeting caucus with NeighborWorks NEPA. Video of the caucus session is available online through the ECTV YouTube channel.
  2. Introduced an ordinance to increase the compensation for crossing guards from $20 to $30 per day, effective Jan. 1, 2025. The City and Scranton School District equally share the cost for crossing guards. The ordinance was introduced by a vote of 4-0, with Councilmembers Gerald Smurl, Mark McAndrew, Dr. Jessica Rothchild, and Thomas Schuster in favor and Councilmember William F. King absent.
  3. Introduced a resolution to permit the Scranton-Lackawanna Health and Welfare Authority to undertake a project for the University of Scranton, issuing bonds of up to $65 million to provide financing for the University’s new workforce development, applied research, and public outreach facility. The resolution was introduced by a vote of 4-0.
  4. Introduced a resolution for an inter-municipal transfer of liquor license No. R6234 from Dawn’s Ruby Room, 303 Chestnut St., Blakely, to The Roof at Oppenheim, LLC, 409 Lackawanna Ave., Apt. 509. The resolution was introduced by a vote of 4-0. Legislation was further tabled by a 4-0 vote so that a public hearing on the transfer could be held Tues., Feb. 18, at 5:45 p.m.
  5. Advanced an ordinance to approve and authorize easements necessary to complete the Meadow Brood flood protection project. The ordinance was advanced by a vote of 4-0.
  6. Approved an ordinance extending the $1 annual lease of 1409 Ash Street to St. Cats & Dogs by 12 months, expiring on January 17, 2026. The original lease of the building, which is the former Engine 15 firehouse, expired on January 17, 2025. The ordinance was approved by a vote of 4-0.
  7. Approved a resolution to accept a $1,000 Pennsylvania American Water firefighting support grant. The grant will be used to purchase various firefighting equipment. The resolution was approved by a vote of 4-0.

Council’s next meeting is scheduled for Tues., Feb. 11, 2025.
