Lackawanna Avenue Streetscape Project Bids Open Through Sept. 4

SCRANTON, PA. – The City of Scranton is currently accepting bids through 10 a.m. on Thurs., Sept. 4, for the Lackawanna Avenue Streetscape project. An official Invitation to Bid (ITB) can be obtained on Scranton’s e-Procurement Portal at https://secure.procurenow.com/portal/scrantonpa.

“Lackawanna Avenue and the Radisson Lackawanna Station Hotel serve as one of the most important entry points into downtown Scranton,” Mayor Paige G. Cognetti said. “This streetscaping project is the first of many projects that will help us beautify our downtown as we improve driver and pedestrian safety, access to public transportation, accessibility, and more.”

The streetscaping effort calls for the replacement of sidewalks and curbs, installation of period lighting, repairs to a retaining wall near the Radisson Lackawanna Station Hotel at 700 Lackawanna Ave., tree planting, and more along Lackawanna Avenue from Adams Avenue to Biden Street, at the entrance to the President Biden Expressway.

According to the City’s 2025 capital budget, the Lackawanna Avenue project will be funded through a portion of the City’s American Rescue Plan Act (ARPA) funds, along with a Pennsylvania Department of Community and Economic Development (DCED) Multimodal grant and state Local Share Account (LSA) grant funding.

A “full rebuild” of Lackawanna Avenue was recommended in a June 2023 connectivity plan to enhance pedestrian safety and traffic flow throughout downtown Scranton. Nearly 10,000 vehicles enter and exit the City at the intersection of Lackawanna Avenue and the Biden Expressway. The proposed streetscape improvements will offer benefits to pedestrians and drivers alike.

Questions about the project can be submitted to the “Q&A” portion of the procurement portal before 11:59 p.m. on Fri., Aug. 29.
