    • Revised spending plan offers opportunities for natural disaster recovery from Sept. 9 flooding event through revised rules from U.S. Treasury known as ARPA FLEX, new pool project at Nay Aug Park per Council’s request, repairs to pools at Connell Park and Weston Field, and the reallocation of other unused and underused funds for ongoing stewardship of ARPA funds through the September 2024 obligation deadline.

  • January 2024
    • The electric vehicle charging stations project was placed out for bid in March. The contract was awarded to Walsh Electric.
    • Federal ARPA reporting deadline #9 for October 1-December 31, 2023 due Jan. 31, 2024.
  • February 2024
    • The disaster relief program continued to approve/disburse funds.
    • The ARPA program for the City hired a new project manager.
    • ARPA funds totaling $580,000 were reallocated by the City Council towards an upcoming community violence prevention program
    • The City held two public stormwater meetings for residents in Minooka, Tripp Park, North Scranton, and West Scranton.
    • Officials from the White House and Small Business Administration bring their “Investing in America” tour to Scranton to witness investments into local small businesses through the SBA and ARPA funding.
    • Arts Grants program announced. Everhart Museum will assist in scoring the applications.
  • March 2024
    • The Individual childcare program closed out.
    • The Weston Field skate park was placed out for bid
    • Connell Pool repairs were placed out for bid
    • Robinson Park construction was placed out for bid and awarded.
  • April 2024
    • Public meeting held April 4 at Lackawanna College for ongoing streetscape and walkability plans
    • Celebrated completion of facade renovation project at Nearra’s Pizzeria.
    • Weston Field pool construction bid released on April 26, 2024
    • Nay Aug Park pool construction bid released on April 26, 2024
    • Federal ARPA reporting deadline #10 for January 1-March 31, 2024, due April 30, 2024
  • May 2024
    • The Oakmont Park project is completed. Ribbon cutting was held May 16, 2024. This project used $215,296 of ARPA funds.
    • The City continued to distribute Small Business Wage Boost Grants. On May 21, 2024, the City awarded $240,000 to local businesses:
      • 119 Productions – $50,000
      • Buona Pizza – $30,477
      • Endeavor Audio & Light Services, Inc. – $50,000
      • McCarthy Management Services – $50,000
      • Sokov Investments LLC, dba Sky Auto Sales – $35,000
      • Zummo’s Café – $24,54
  • June 2024
    • The City of Scranton unveiled the design for the future pool complex that will be located at Nay Aug Park, 500 Arthur Ave., on June 5. The project is expected to be completed in or by the summer of 2026, and it will be funded with $3 million of ARPA funds. There is also a $1 million grant from the Pennsylvania Department of Community and Economic Development aiding the project.
  • July 2024
    • The City continued to support the Individual Disaster Recovery Grant. As of July 5, 106residents have applied. 81 of these applicants, or 84% have been approved and were rewarded. The City has paid out approximately $344,978.48 in disaster relief to this date.There are 17 applicants that are still eligible for the program but require more documentsto be approved. The City intends to close the program by August 15, 2024, and outreachto eligible applicants is ongoing.
    • The Local Arts Grants Program is still ongoing. The applications are still under review and the City plans to award the grants in August.
    • Stormwater mitigation projects funded either wholly or partially through Scranton’s ARPA funds also continue. A combined total of $22,366,442 is funding projects in the East Mountain, Keyser Valley, Minooka, North Scranton, Tripp Park, and West Scranton
    • Public meetings for the stormwater projects in the Keyser Valley as well as projects in Minooka, North Scranton, Tripp Park, and West Scranton are expected to take place as soon as feasible.
