Public Meeting Set April 22 to Discuss West Market Street Culvert Replacement Project

PennDOT to present at public caucus at City Hall before regular Scranton City Council meeting

SCRANTON, PA. – The City of Scranton, in conjunction with the Pennsylvania Department of Transportation (PennDOT), invites the public to review plans online and in-person for the replacement of a culvert over Leach Creek along West Market Street planned for 2027. 

“We appreciate PennDOT’s partnership as we continue to upgrade infrastructure along both city- and state-owned roads,” Mayor Paige G. Cognetti said. “Our stormwater infrastructure projects help us keep residents safe and prevent future disasters. This project is especially important for our North Scranton neighbors that were impacted by the September 2023 flood.”

Virtual plans for the culvert replacement project will be displayed online through May 6 at www.pa.gov/agencies/penndot/projects-near-you/district-4-projects/route-6011-bridge-project.html. PennDOT will also present the plans at a public caucus before Scranton City Council on Tues., April 22, at 5:45 p.m.

The culvert beneath State Route 6011 (Market Street) in North Scranton was overwhelmed with debris on Sept. 9, 2023, causing flooding in the area of Leach and Leggetts Creeks. In early 2024, the City took ownership of and demolished a vacant building at 501 W. Market St. in preparation for a stormwater management project.

The culvert replacement project is expected to begin in the Spring or Summer of 2027, with completion projected by that Fall. During that time, a 0.6-mile detour will be implemented utilizing Brick Avenue, Oak Street, and State Route 6307 (Keyser Avenue). Local access to driveways will be maintained.

In addition to that actual culvert replacement, the project will include stream restoration work both upstream and downstream of the new structure to address streambed stability.
