Scranton Accepting Applications for CDBG Programming

SCRANTON, PA. – The City of Scranton has opened applications for its portion of 2025 U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) funds. The total amount of available funds to be awarded this year is $2,619,353. Applications are open until Sun., March 15, 2026. You can apply online through OpenGov at ScrantonPA.Gov/CDBG

“The City’s public service funding is critical to local organizations that need additional support to provide essential resources here in Scranton,” Scranton Mayor Paige G. Cognetti said.

CDBG funds can be used for a wide range of activities aimed at improving housing, living environments, and economic development opportunities. The primary goal of CDBG program is to enhance community development by providing flexible funding that addresses the unique needs of local communities. At least 70% of CDBG Funds must be used to benefit low-and moderate-income persons, ensuring the program focuses on those who need it most.

Eligible uses of CDBG funds includes: 

  • Housing rehabilitation;
  • Public facilities and infrastructure;
  • Economic development; and
  • Social services and public services:15% of the allocated CDBG funds must assist with an eligible social service/public service.

All social service and public services applicants must be a 501(c)(3) or 501(c)(23). Programs may be funded in part or in full based on available funds. All funds must be used by December 31, 2027.
