Scranton Completes $1.8 Million Minooka Stormwater Project

October 26, 2026

SCRANTON, PA. – The City of Scranton announced the completion of $1.8 million in stormwater management improvements in the Minooka section on Wed., Oct. 21, adding to the list of completed infrastructure projects aimed at protected homeowners and small businesses. Mayor Paige G. Cognetti and project partners made the announcement at Montage Motors, 2641 Pittston Ave.

“We have continued our commitment to improving stormwater management systems throughout Scranton,” Mayor Cognetti said. “These improvements in Minooka will help correct an issue that residents and business owners told us they’ve been dealing with since the 1950s. We’re excited to complete this work and bring some relief and a greater sense of safety and security to these neighbors.”

The Minooka stormwater improvement project was paid through Scranton’s American Rescue Plan Act (ARPA) funds. It includes nearly 4,000 feet of new stormwater infrastructure along Kane Street and Colliery Avenue with the goal of mitigating longstanding flooding issues. In particular, the intersection of Kane Street and Pittston Avenue has been frequently impacted by flooding.

The new system aims to intercept stormwater runoff further up Kane Street through a system of storm sewers and channels. The completed project significantly increases the capacity of the system at Kane Street by doubling the size of the pipes that previously existed there. The project was engineered by Verdantas, and construction was led by Leeward Construction.

Stormwater management is an ongoing priority of Mayor Cognetti’s administration. Since August 2023, the City of Scranton has advanced nearly two dozen projects related to stormwater management and flood mitigation. The Cognetti administration has committed nearly $23 million of the city’s $68.7 million in American Rescue Plan Act funding along with additional City funds and grant awards toward infrastructure and stormwater improvements aimed at protecting neighborhoods throughout the city.
