SCRANTON, PA. – The City of Scranton is currently accepting bids through 10 a.m. on Thurs., March 5, 2026, for stormwater management improvements to Lindy Creek. An official Invitation to Bid (ITB) can be obtained on Scranton’s e-Procurement Portal at https://secure.procurenow.com/portal/scrantonpa.
“The important work to repair and improve our stormwater management systems continues,” Mayor Paige G. Cognetti said. “The ongoing improvement of waterways like Lindy Creek in the Keyser Valley are part of our overall commitment to protect our neighborhoods from the impact of extreme weather.”
In the ITB released Tuesday, Feb. 10, the City seeks work including the following elements in Lindy Creek:
- Installation of approximately 430 linear feet of steel-reinforced concrete retaining wall along Lindy Creek and Frink Street;
- Installation of riprap, storm inlets and associated piping;
- Maintenance of stream flow within the existing channel;
- Bypass pumping;
- Removal of the existing bridge and installation of a temporary pedestrian bridge;
- Installation of a precast concrete box culvert and wingwalls; and
- Erosion and sediment control measures.
Lindy Creek was one of several waterways overwhelmed in September 2023, causing significant flooding and damage to dozens of Keyser Valley homes. Last year, the City completed a debris removal project that focused on the basins along Frink Street, the Lindy Creek U-Channel near South Dewey Avenue, and the Lindy Creek-to-Keyser Creek confluence.
Improvements are funded through the City’s American Rescue Plan Act (ARPC) funds. Of the $68.7 million received for post-pandemic recovery, Scranton has invested nearly $23 million into stormwater and infrastructure projects across the City.
Questions about the project can be submitted to the “Q&A” portion of the procurement portal before 11:59 p.m. on Tues., March 3.
