Scranton to Purchase Lot Next to Novembrino Park

City plots off-street parking for popular West Side splash pad, playground.

SCRANTON, PA. – Mayor Paige G. Cognetti’s administration aims to purchase part of a lot adjacent to Novembrino Park, 200 South 10th Avenue, to install off-street parking for the splash pad and playground.

“Because of our many improvements at Novembrino Park, it is one of the most popular parks in the City,” Mayor Cognetti said. “The addition of dedicated off-street parking at Novembrino can help us keep children and families safe as they enjoy this West Scranton attraction.” 

In legislation introduced by Scranton City Council by a 5-0 vote on Tues., March 11, the City has agreed to purchase about one-quarter of a parcel in the 200 block of South 10th Avenue from Mary Regina, LLC, for $34,000. Part of the lot is home to the offices of specialized dentist Dr. Frank A. DiNoia. According to survey drawings, the City will purchase 9,628 square feet of the property closest to Washburn Street.

Novembrino Park is home to the City’s first splash pad, which opened in July 2021, and a towering playground dedicated in November 2023. Playground improvements were funded by the American Rescue Plan Act and support from the Monsignor Anthony C. Marra Memorial Fund of Friends of the Poor. The need for off-street parking is included in the City’s 2021 Parks Needs Assessment and Master Plan and planned for in the 2025 capital budget.
