Scranton’s American Rescue Plan Act (ARPA) grant programs are designed to support residents, organizations, programs, and activities that benefit City of Scranton residents and the community.

Note: Organizations that received other COVID-19 funding assistance such as, but not limited to Federal CARES Act funding; Paycheck Protection Program (PPP) loans; Economic Injury Disaster Loans (EIDL); or Community Development Block Grant – Coronavirus (CDBG-CV) funds are eligible to apply for ARPA funding, so long as expenses are not duplicated.

In accordance with the Scranton ARPA mission, the City is seeking negative economic impact grant applications from eligible local art community organizations. Following an analysis of the local arts community utilizing recent economic reports, it was found that specific local arts industries sustained greater than an 8% loss in employment over the pandemic period. This loss in employment meets the minimum requirements for being designated as “other impacted entities” as defined by Treasury.

As such, the city has designed this program to provide economic relief to recover from these losses for the following industries:

  • NAICS Code: 711510 – Independent Artists, Writers, and Performers
  • NAICS Code: 711110 – Theater Companies and Dinner Theaters
  • NAICS Code: 711130 – Musical Groups and Artists
  • NAICS Code: 711120 – Dance Companies

To qualify, the local arts organization must meet the minimum eligibility requirements listed in the grant guidance document and submit a competitive grant application through Neighborly to the city.

Local Arts and Community Grant Details

  • Intended Applicants: Local artists and art organizations
  • Amount of Funding Available: Total of $500,000
  • Types of Awards: Beneficiary Awards
  • Award Amounts Available: Up to $45,000 for eligible artists and art organizations

Arts and Community Grants FAQ


Applicants to the Arts and Community grant program should upload the following documents:

-Revised Duplication of Benefits form

-Current copy of IRS W-9 FormCopy of tax returns from 2019 to verify that you were in operation prior to the pandemic

-Copy of IRS letter or certificate verifying tax-exempt status (if applicable)

-Local Arts Application questionnaire

-Employee roster or payroll form Q4 2019, signed by your organization’s CEO/president

-Proof of address (if different than the address identified on your 2019 tax return)

-Conflict of Interest disclosure form
