Scranton’s American Rescue Plan Act (ARPA) grant programs are designed to support residents, organizations, programs, and activities that benefit City of Scranton residents and the community.
Note: Organizations that received other COVID-19 funding assistance such as, but not limited to Federal CARES Act funding; Paycheck Protection Program (PPP) loans; Economic Injury Disaster Loans (EIDL); or Community Development Block Grant – Coronavirus (CDBG-CV) funds are eligible to apply for ARPA funding, so long as expenses are not duplicated.

DDAP Drug Overdoes Prevention, Behavior Health Response and Violence Prevention, and Wellness Programs Eligibility Requirements
Must be a Non-Profit, Private Entity, or Governmental Agency
Must have been providing service for at least (6) six months at the time of application
Must be licensed to provide service in the County and/or City of Scranton
DDAP Drug Overdoes Prevention
The city is seeking applications for Overdose Prevention Programs. Funding may be applied for and used to support providers of substance abuse treatment, and other related behavioral health services.
Funding may be issued as capital expenditure beneficiary grants or subrecipient awards for new or existing programs and projects designed in response to the COVID-19, and the COVID-19 public health emergency, including drug overdose treatment and prevention services such as:
prevention
outpatient treatment
crisis care
diversion programs
outreach to individuals not yet engaged in treatment
harm reduction and long-term recovery support
services for pregnant women or infants born with neonatal abstinence syndrome
support for equitable access to reduce disparities in access to high-quality treatment
peer support groups
costs for residence in supportive housing or recovery housing
988 National Suicide Prevention Lifeline or other hotline services
expansion of access to evidence-based services for opioid use disorder prevention treatment, harm reduction, and recovery
drug overdose treatment and prevention facilities and equipment
funding for programs that increase awareness about substance abuse, increasing the safe recreation outlets available, increasing the awareness about the services available in the community, and collaborative efforts to address transportation to and from service provider facilities
DDAP Drug Overdose Prevention Funding Details
Intended Applicants: Non-Profits, Private Entities, or Governmental Agencies
Amount of Funding Available: $250,000
Types of Awards: Beneficiary and Subrecipient Awards
Award Amounts Available: Between $50,000 – $100,000 or up to an amount of need that may be clearly demonstrated by applicants.
Behavioral Health Response and Violence Prevention
The city is seeking applications for Behavioral Health and Violence Prevention funding. Funding may be applied for and used to establish and support domestic and sexual violence service providers in Scranton as they address service gaps caused by the COVID-19 Pandemic and support sexual and domestic violence survivors. Funding may also be used for services and treatment programs for behavioral health providers.
Funding may be issued as capital expenditure beneficiary grants or subrecipient awards for new or existing programs and projects designed in response to the COVID-19 pandemic, the broader health impacts of the COVID-19, and the COVID-19 public health emergency, including behavioral health and violence prevention services such as:
referral recovery services for survivors
evidence-based practices like focused deterrence
behavioral therapy
trauma recovery
job training
education
housing and relocation services for survivors
financial assistance
legal and other counseling services
other community-based services
funding for programs that increase awareness about substance abuse, increasing the safe recreation outlets available, increasing the awareness about the services available in the community, and collaborative efforts to address transportation to and from service provider facilities

Types of Awards: Beneficiary and Subrecipient Awards
Award Amounts Available: Up to $100,000 or to an amount of need that may be clearly demonstrated by applicants.
The city is seeking applications for Wellness Programming. Funding may be applied for and used to develop or support programs that enhance the physical, mental, and emotional status of individuals that were negatively impacted or exacerbated by the pandemic.
Funding may be issued as capital expenditure beneficiary grants or subrecipient awards for new or existing programs and projects designed in response to the COVID-19 pandemic, the broader health impacts of the COVID-19, and the COVID-19 public health emergency, including wellness and mental health services such as:
chronic disease prevention and treatment
obesity
behavioral health
cancer screenings
food insecurity and nutrition
related wellness services for low-income individuals
enhanced mental health services in schools
support for equitable access to reduce disparities in access to high-quality treatment
wellness and mental health facilities and equipment
funding for programs that increase awareness about healthy behaviors, increasing the safe recreation outlets available, increasing the awareness about services available in the community, and collaborative efforts to address transportation to and from service provider facilities
