Pennsylvania American Water (PAWC) Announces Opening of North Washington Avenue, Scranton

Pennsylvania American Water today announced the reopening of North Washington Avenue in Scranton, between Columbia and Richmont streets. The road was closed Thursday, August 8 when a bypass line was installed along Evelyn Street in anticipation of rain from Hurricane Debby. 

North Washington Avenue near the former Scranton School for the Deaf will reopen later this evening. Drivers will be able to access that section of North Washington Avenue. Contractors have installed a ramp along North Washington Avenue, allowing vehicles to drive over the bypass pipe. Drivers are reminded to slow down and use caution when driving in that area. Parking will be prohibited in that area as well. 

“This 30-inch collection pipe was slip-lined in 2023 as part of a rehabilitation project,” said Traci Cross, senior director of operations, Pennsylvania American Water. “The lining did not adhere to the inside of the pipe as it should. With the predicted increased flow from the rain last week, we installed a bypass pipe to ensure that the liner did not further loosen inside the pipe and cause a blockage.” 

The company is currently working with the manufacturer to produce a new liner for the pipe that will be installed when available. Work is expected to take approximately two days to complete. Traffic will not be further impacted while work is underway. 

The 30-inch wastewater collection pipe is part of the combined wastewater system that carries stormwater and sanitary sewer to the company’s wastewater treatment plant in Scranton.
