The Bureau of City Planning and Zoning works in conjunction with the community to shape the future of Scranton for the benefit of both current and future residents, employees, students, and visitors. City Planning and Zoning defines long-term visions for the City, as well as regulates land use and development, reviews zoning ordinances and applications, preservation of historic structures, promotes the comprehensive growth and well-being of the City and its neighborhoods, and plans many other important areas regarding the City’s future.

Residents, business owners, and contractors can visit the City Planning and Zoning counter for in-person help and assistance, plan reviews, and paper applications, as well as to visit our Flood Management Library.

City Planning and Zoning: Authorities, Boards, & Commissions

City Planning Commission
The Scranton City Planning Commission acts as an advisor to the Mayor and City Council on matters involving long range planning, land use, and zoning. Its principal role is to prepare a comprehensive plan for the long-term growth, development, and well-being of the municipality. In addition the Commission is charged with preparing a zoning ordinance, and making recommendations to the governing body on proposed amendments to it. It also prepares and administers subdivision and land development as well as planned residential development regulations.
Zoning Hearing Board
The Zoning Hearing Board’s responsibilities include adjudicating substantive and procedural challenges to land use ordinances, appeals from the Zoning Officer or City Engineer, particularly regarding floodplain and erosion control issues, and reviewing applications for variances and special exceptions. This Board ensures lawful and balanced urban development, acting as a key arbiter in maintaining the city’s zoning integrity.
Historical Architecture Review Board
Also known as the Commission for Architectural and Urban Design Review, the purpose of Historical Architecture Review Board (HARB) is to protect those areas of the City of Scranton which are historic, architectural, cultural, archaeological, educational, and aesthetic merit to the City of Scranton, the State and Nation. HARB reviews applications for exterior modifications to properties within the Historic District, as well as any National Register Listed property, and makes recommendations to City Council.
