The City of Scranton’s (COS) Office of Economic and Community Development (OECD) is in the process of gathering information to complete its Five-Year Consolidated Plan, as required by the United States Department of Housing and Urban Development (HUD). It offers the City the opportunity to shape various housing and community development programs. It also creates the opportunity for strategic planning and citizen participation to take place in a comprehensive context.
The Consolidated Plan approach is also the means to meet the submission requirements for the Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) formula programs.
The statutes for the formula grant programs set forth three (3) basic goals. The COS plan must state how it will pursue these goals for all community development programs over the next five (5) years. The three goals, per HUD, are as follows:
- Decent Housing
- A suitable Living Environment
- Expanded Economic Opportunities
