Scranton Accepting Applications for HOME Program Funding

The City of Scranton has opened applications for its portion of 2024 U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnership Program (HOME) funds. The total amount of available funds available this year is $436,730.65. Applications are open from Wed., Nov. 27 to Tues., Dec. 10, 2024. Groups can apply online through OpenGov at bit.ly/ScrantonHome24.

“Our City has a growing need for housing, and we’re pleased to make these funds available once again to continue to increase those opportunities,” Scranton Mayor Paige G. Cognetti said.

Public and private entities who are housing developers, sponsors, or owners that have project management control capacity are eligible to apply, including not-for-profit organizations and housing authorities. The HOME Program’s intent is to provide affordable housing to lower income households, expand the capacity of non-profit housing providers, strengthen the ability of state and local governments to provide housing, and leverage private sector participation. 

Eligible uses of HOME funds include:

  • Rehabilitation, reconstruction, and new construction;
  • Conversion of an existing structure from another use to affordable residential housing;
  • Site improvements;
  • Acquisition of property in need of rehabilitation as part of either a homebuyer program or rental housing project; and 
  • Acquisition of vacant land or demolition of an existing structure if construction on a HOME project will begin within 12 months of purchase.

Programs may be funded in part or in full based on available funds. All funds must be used by December 31, 2026.
