Bureau of Treasury

The Bureau of Treasury oversees the management of the City’s finances, including the collection and disbursement of public funds. Disbursements are made in accordance with warrants signed by the City Controller and the respective department heads.

The City Treasurer collaborates with various city departments, contracted tax collectors, and also serves as a member of the Lackawanna County Land Bank Board.

Article V, Subsection 6-8 of the City’s Administrative Code

The City Treasurer shall carry out such duties and exercise such power with respect to the receipt and disbursement of public moneys as provided by general law and, in addition thereto, shall receive for deposit from the Departments of the City government, all City moneys collected by such Departments.

The City Treasurer shall disburse all City funds in accordance with warrants presented to [her] therefore and duly signed by the City Controller and the head of the City Department or office requesting said disbursement.

The City Treasurer also works with contracted tax collectors, including government partners, and serves as a member of the Lackawanna County Land Bank Board.
