City of Scranton 2023 CBDG, HOME, and HESG Funding Applications are Made Available

The City of Scranton’s 2023 CDBG, HOME, and HESG funding applications will be available, effective Monday, March 20, 2023.

The city will be accepting applications until 3:00 p.m. on Thursday, April 20, 2023.

The application process will be handled utilizing “Neighborly”, which can be accessed at https://portal.neighborlysoftware.com/SCRANTONPA/participant.

The Office of Economic and Community Development is estimating $2,700,0000.00 CDBG, $700,000.00 HOME, and $250,000.00 HESG funding will be available.

“Investing in the delivery of vital services, preventing homelessness, and expanding safe and affordable housing is critical to Scranton’s viability” said Mayor Paige G. Cognetti. “CDBG, HOME, and HESG funding will play a key role in supporting the well-being of our residents and setting us on course for a stable future.”

CDBG provides funds to support the development of viable urban communities through quality housing and expanding economic opportunities for persons of low and moderate income.

HESG provides funds for emergency shelters for the homeless and other programs to prevent homelessness.

HOME provides funds to expand the supply of safe, affordable housing for low-income Americans, such as First Time Homebuyer Assistance and Housing Rehab Programs.

These funds are awarded through the Federal Community Development Block Grant (CDBG) Program from the Housing and Urban Development Administration (HUD).
